I just did one on an ex-MI car w/ cable & plastic nut/ sleeve frozen. it's a pain but doable usually IME. I have had one I couldn't move.

Soak with oil (I use used AT fluid as I have gallons of it). Perhaps multiple times. I used 1 channel lock on the nut and a 2nd one on the cable. I kept rocking back & forth until I got some movement.
