The answer is almost certainly "NO."
There is one exception: A guy on Turbobricks from Sweden named "Fred." He has done extensive work in re-mapping and tweaking the stock fuel and ignition systems in RWD Volvos. His chips start at about $250, but unfortunately he does not make one for our naturally aspirated 8v b230f engines yet.
Even if the chips were made for our cars, you'd still have to ask yourself if the modest gains (10hp maybe? slightly better throttle response?) would be worth the two or three hundred dollar cost. Fred mentioned the possibility that he could include two maps on a chip that could be selected at the flip of a switch: one for fuel economy, one for power. If he ever developed that, I would take the plunge, just because I could potentially save money in the long run by running a more conservative fuel map during my daily commute. But dropping a few hundred dollars on a chip for a mild increase in performance? Only if I came into a lot more money than I have now.
And if you were thinking about the "flux capacitor" trash on eBay, then here's a rule of thumb: If the price of a chip is just too good to be true, it isn't true. Performance costs a lot, and fuel economy isn't magic.
