Weird idle, bogging after tuneup 200 1989

Check teh 25 amp fuse on the Inner Fender. Pull it from it's holder and see if the holder of the fuse is burnt.
That fuse pulls a lot of current to the Fuel Pumps. A bad connection can cause a lot of resistance. Maybe the Pump can't do it's job properly.

Otherwise it sounds like you checked almost everything I would have. How about cleaning the Idle Control Valve?
