Your Main Lighting relay is not working. It should be energized by the light switch, when it moves from Parking to Headlights.

I think on your '89 the relay is somewhere up under the center dash vents. I have only had experience with the earlier ('86/'87) relay, located above the driver's feet. That's what's shown in the picture below.

Maybe others can tell you how to get at yours, if you don't find it as pictured.
