Jimmy,

First off, welcome to the Brickboard! I'll follow that with Get a Bentley manual! Now for your no-start situation, there are a few possibilities, the first is the fuel pump relay, the second is corroded fuses (more on this in a minute), the third is a split hose inside the fuel tank as it normally rears its ugly head when the tank is below 1/2.

For the fuel pump relay, replace it and see if it works... If it now runs, there's a good chance you fixed it.

On the fuse, yes it could be the problem, but it is not where you think it is. The main fuse panel is just in front of the driver door opening, it doesn't hurt to check them and clean off oxidation. But on an 89, the main fuse for the fuel injection system is a spade type (modern) fuse located between the driver side strut tower and battery. A lot of times the white fuse holder corrodes and causes an intermittent connection, pull the fuse and see if the contacts are corroded, if so, get a marine in-line fuse holder from a parts store. The marine version has a rubber cover to prevent water from getting in.
