Should I just take off the cover for the timing belt or can/should I view it through the oil filler - when the car is cranked?

Just view it through the oil filler cap. Of course you can't be doing that and turning the key at the same time, so either get a helper, or memorize what it looks like in there, then bump the starter, and see if it changed position.

Does this mean that I will need two jumper wires

No, one jumper wire is enough, and I'm sure you can get one ready-made at Radio Shack. Yes, I know, I hate going in there too. I look that stuff up on their web site and send my lovely bride in there with the catalog number on a sticky note. There's no danger whatever of her filling a shopping cart in there, where I may not be so immune.

Connect one end of it to either end of fuse 6. That gives you +12V battery. Touch the other end to one of the contacts of fuse 4. That powers both pumps.

Then, to tell if both are running (ears are not enough now), remove the fuse #4, and touch the clip to the left, or outer fuse terminal where #4 was. That should make the main pump hum. It is held in a tray just behind the left rear tire. (edit - I mean behind the front of the left rear tire...)

Next, touch the clip to the right or inner terminal of the fuse #4 spot, with the fuse still removed. That should send power to the pump inside the tank.

But all of this may be moot, because you have found a serious problem with the fuel pressure regulator. Here's how I would proceed were I in your shoes:

Get another regulator and swap it. There will be a bit of fuel released when you do this, so do it outdoors and have some rags handy.

Then change your oil. You won't need to replace the filter if you've just changed it recently, but get that gassy oil out and some fresh oil in.

Next, find a way to squirt about a teaspoon of oil into each spark plug hole after leaving them open to the air for as long as you can stand. Put the plugs back in and connect the wires. Then hold the throttle wide open and try once again to start it. If still no joy, then we can go on with the cam-turning check. But obviously you have fuel. And there wouldn't be fuel if you had no spark.
