Paul's advice was talking about keeping the outside of the block from leaking, NOT tapping the hole in the cylinder wall and putting a bolt in it along with JB weld.
What you are proposing will fail, that fix will not hold up to combustion pressures and temps or stop the damage that has already been done to the piston and rings. You need a used B230F replacement engine preferably from the same year or a re-sleeve of the block and a full rebuild.
