The nuts on the top plate attach to studs, not bolts. The studs are tack welded to the bottom plate (they don't thread into the carb body, they are part of the filter). The bottom plate also has the properly located holes for bolting the carb body. Can't remember if it has two holes or three, but they should bolt up just fine to 2 or 3 bolt carb bodies.
