Yes, VDO is the gauge manufacturer and the sticker that you found is consistent with a VDO service center repaired ODO, unfortunately VDO does NOT record the VIN of the car the work was done for. If I had to guess that 356K mile preset ODO came from a bone yard car and was installed into your current 240 after tweaking the mileage... its a 5 minute job to remove and reinstall the numeric tumblers by its previous owner.

Might be fraud, might not be, impossible to tell without the carfax data.
