Having an 82 with CIS there are 3 inputs to the CIS ECU. They are:
The Throttle Switch that goes removes ground to pin 8 on the ECU when at idle
The Coolant temperature sensor (across pins 9 &11 on the ECU) that goes from about 2000 ohms cold to about 200 ohms hot. Which will vary the idle speed from 2000 to 750 rpm's.
The AC switch (ECU pin 7) which bumps the idle to 900 rpm's when turned on.
If you see about 200 ohms across pins 9&11 (engine hot) and no ground on pin8 the ECU should be set up to control base idle. So if you have done the Bentley set up you should have checked out the Throttle Switch and made sure you see the Idle Control valve resistance at the ECU ( Pins 3,4,5). So if you see all these parameters at the ECU and still no idle, check that you have the following:
12 or more volts at Pin 1
Ground at Pin 2
Continuity from Pin1 of the Ignition Coil to pin12 of the ECU (Tach Signal) which tells the ECU the rpm reading
If all these tests are good and still no proper idle, then most likely your ECU is toast. Hope this helps.
