Steve,

Did you try to disable the ECU with the inhibit lead by the coil to see if the idle goes down. Also if you block the hoses out of the throttle body to the IAC and then try to set the base idle with the idle adjustment on the throttle body, it should hold OK. The CIS ECU does not have to be in the car for it to run. Make sure when you remove or replace the unit that the car battery is disconnected as a precaution. Good luck.
