I had similiar problem here in Texas. I bought my brick from a woman who had not registered it in texas and California wanted me to pay a handful of fines for not registerring it for a couple of years. I finally got ahold of someone at the DMV who told me all I needed to do was get a surety bond on the car for a couple years "just in case it was stolen" LOL. I got the bond and went straight to the DMV and got new plates. Remember the secret to working with a government agency is start early in the morning before someone else makes them mad.
