Yes, if you need to replace the rotor, you can remove pads and hang the caliper from the coil spring. But I think the inboard line clamp to the axle tube needs to come off for more slack in the brake line.
And BTW, the lines aren't "stiff steel". They are a copper nickel alloy that doesn't rust and bends quite easily.
Just make sure nobody presses the brake pedal while the caliper is off the rotor, lest a piston gets popped out of its cylinder.
