Throttle body cleaning might do it. I think 1990 still had the 25 amp fuse on the Drivers side fender, make sure that's nice and clean. When teh engine is warm it may tolerate a dirty throttle body or crappy fuel flow due to a bad fuse.. but Cold, it's unhappy
