Wiring help for 1990 240 wagon, SE PA 200 1990

Many thanks, Gents. Here's what the owner wrote to me, in response to your questions:

I jumped the battery and that didn't do anything to the power. I do not know how much voltage is going through the battery, although the battery gauge on my dash is showing in between the middle and "dead". I replaced the battery about 2 years ago, along with the alternator. The mechanic that "tested" the ECU only told me that some wires were burned up and that he "cleaned" them. And I believe he meant in the unit or right at the connection to it. He didn't tell me which wires. He originally thought the ECU would need replacing but then ran some diagnostics on it. Further testing he did showed that the ECU was fine, but that the fuel pump relay was bad. He replaced the relay and it still did not start. Claims he has insufficient equipment to do any more diagnostics. I doubt he visually checked anything then. I am getting fuel delivery so I don't think it is one of the pumps anymore. The fuel filter was replaced about 2 years ago as well. When my step-dad checked it after the mechanic, he noticed I wasn't getting any spark (key symptom now) at the ignition coil. He changed the coil. Still no spark! You know she had her quirky times where she wouldn't turn over right away. Always too me a few tries until she would start. At first, it seemed to only be when it was wet and damp outside. That's when we noticed that the fuel pump fuse under hood was getting wet and corroded. So I would pull the fuse and dry it, and then she would start just fine. Replaced that fuse holder due to major corrosion. She worked like a charm for a few months after that. Then the last two months she would almost not turn over every time I would get in the car. Took longer for her to start too than compared to before. Even on dry, sunny days. Not sure about it being too hot out though. Never took notice to temp changes related to her starting. Just that the relay wasn't buzzing. I would bang around the area of the relay and sometimes it seemed to work. Foolish thinking maybe. Once the car was on, she ran fine. Sometimes it seemed that the gears were off because the RPM would would stick around 2500. Slowing down and shifting seemed to "reset" it. That hasn't happened for a while, nor frequently. Mainly when cold outside. Sometimes I noticed a SLIGHT loss of power. As in giving her gas and the speedometer wouldn't move much around 50-55mph. But it was so minute that I don't even think the average joe would notice. I only did because I pay attention more. But other than that, she has ran excellent. Those instances were rare too. I just chalked it up to the 300k+ miles she has. Or operator error with fast acceleration to get into the highest gear as soon as possible;) My dad taught me this. Before the mechanic pulled the ECU, she would try to turn over. The instrument panel and all that would light up too. Now, there is no sound at all except for the relay buzzing and the pump whirring for a few seconds. My headlights work fine, no dimming. The battery gauge works. Not sure about the fuel gauge. didn't notice. But I did notice that the instrument panel would NOT light up at all. I am talking about the lights/symbols for battery/oil/check engine and anything else linked to that row. It sounds like a dead battery, but that didn't seem to be the case. My step-dad checked that and basic hoses/wires that were immediately handy. I am worried the mechanic ruined the ECU when he pulled it. Or shorted more wires and that that is why she doesn't even try to turn over now. What about a part that serves the ignition system besides the coil? But there is no spark and that probably means it is wiring issue. NO SPARK is the key symptom here now.
