Volvo is too foggy to drive in wet weather...any tips? 200 1992

Are you sure that your vacuum hoses are activating correctly? I had exactly this problem and found that I had a vacuum leak in the engine compartment going to the reservoir. I replaced the leaking hose and the check valve on the intake manifold, and voila, strong defrost!
