Gimmick.
Bottom line, combustion is not where you lose most of your efficiency. It's transmission, bearings, universal joints, alignment, WIND DRAG, etc. etc. The engine's efficiency has less bearing on overall consumption than everything else that eats away at efficiency.
The biggest losses are through exhaust and the radiator. Messing with an engine won't change the mileage unless there's something wrong with it in the first place.
