Before you go monkeying around with those relays, you might pull the green spades off the right side of the fuse holder. I believe there are actually three circuits off that fuse, all in green that are split with two spades, one with a single green wire coming off it and another spade with a double green. Really not too much trouble to separate the doubled circuit for testing purposes to determine which circuit is drawing the current.

I found my dome stay-on bimetal strip relay that Art shows in his picture to be the offending culprit.
