Volvo spec for that pump at 12V is 130 Litres per hour, against a backpressure of 300kPa (42psi) or a little over 2 L/minute. That's about 8 cups/min. If the tank pump is operating OK, and absent restrictions like a clogged filter, you have a bad main pump.

Data are from my 1983 Green Book "Repairs and Maintenance, Fuel System, LH Jetronic II". 1984 will be the same. It's TP30427/1 if you can find it on the 'Net.
