For a start I would pipe around the booster, drain the gas tank and put in clean gasoline,
put a little oil or kerosene in the cylinders to make sure the rings are not stuck and
and the next day see if you can turn it by hand.
See if the fuel pump pumps gasoline, and if so you can continue to the carbs and ignition.
If the oil looks good you should probably start it and run it a bit before changing
so that you can stir up the gorp and drain it out.
