on the B21 the O2 sensor communicates thru the Lambda system... to set the mix thru the frequency valve.

I assume your frequency valve is buzzing as you have not mentioned it.

The Lambda relay may be the problem... Square metal on the drivers rail (at least on my NA 80 B21). Pop the can off and see if the contacts are burnt or dirty.
