"Later this weekend I'll cut the bolt head and it should then pop out."
I wouldn't do that, because you may need the bolt head to apply (exert) a rotary force on the bolt:
1. To free the lower bushing sleeve that's probably rusted to the bolt, as well as embedded in the rubber bushing.
2. To find the seam (to chisel open) in:
a. The lower bushing metal sleeve (integral to the rubber shock bushing).
b. The exposed metal "spacer" sleeve.
