I'll bet the rubber line that runs to that drum is probably old and swelling. As those lines age, they can swell and act sort of like a check valve, meaning once the fluid gets pushed through them (to engage the brakes), they can be slow to release the pressure holding the fluid inside the wheel cylinders.
