No drilling or tapping required.
However the surface of the flywheel needs to machined so it has a "stepped" 8 1/2" surface. The original B16 clutches are only 8" diameter.
And the outer diameter of the center hub of the flywheel should be notched about 1/4" to clear the rivets on the hub of the clutch disc so the rivets won't contact the flywheel about 1/2 way into the life of the clutch.
FYI, Volvo started putting this notch on all later Volvo flywheels starting around 1968. I have to have my machinist modify some of the early B18 flywheels that did not come with the extra notch when I am installing a new clutch.
