milky oil on dipstick 200 1993

If your Oil Level was Higher than it should be and your coolant lower. You have a Head gasket leak.

Check it again after the engine totally cools down to see if the gasket opened up a bit and let coolant pass into the oil.
Yes. condensation this time of year will give you a bit of milkiness on the Oil Fill cap and maybe very high on the dipstick but if your oil is milky, you have a problem and not just cold ambient temperatures.
