The "locating pin" is used to hold the rotor on the hub until the lug bolts do the actual job. The pin is not needed, it just makes changing flat tires easier as the rotor won't fall off the hub. Using a flat screw rather than a pin works quite well.
Yes, find a nice large parking lot somewhere and learn and play! Keep your distance, watch your throttle, and turn with your finger tips. Ice is worse than the first rain of the season in CA. Also, there is usually better traction on the edge of the pavement or break down lane.
