Not having the "star" wheel is how your handbrake is set up. All of the adjustment is done at the handbrake lever cable ends. New "shoes" (not called pads, BTW) should fit unless they were not made properly (too thick?). The spring at the bottom should pull them in as far as they can go. Is the cross bar at the top fully seated? -- Dave
