What Chris suggests has worked well for me. The bolt holding the pipe to the block has a 12mm head.
It is important to put the seal on the pipe first, not first into the water pump, if this is not totally intuitive or clear. Then the lube needs to ease the tube/seal assembly into the water pump recess.
If that was not the problem, be wary of cylinder combustion pressure (exhaust) augmenting the cooling system pressure. It is an affliction associated with head gasket work, usually on the before side of the job, but occasionally on the after side too, if a head pressure fault is not diagnosed. Feel the upper hose a minute after starting -- it shouldn't be pressurized yet.
