"If you connect 12 volts to each injector you should hear the solenoid click."

Good idea. Since he heard the injectors clicking during the OBD actuator test, but at a comparatively weak level, a louder click when applying 12 directly would confirm for him there's a poor connection supplying power through the ECU.
