Volvo 940 '92, Code 1-2-3, ETC sensor error... 900 1992

I'm referencing,

I've pulled the header from the ETC sensor to check the cable. With the ignition in position II, I place the negative cable of my volt meter to ground (on the intake manifold), and the positive cable of the volt meter to each of the two connector inputs in the ETC header in turn. I was expecting to read 5V on one connector input and then 0V on the other (to show continuity). I read 4.99V on one, and 4.86V on the other.

Is my assumption wrong? What should I be reading?
