Check the codes again. Be sure of what you are reading and make sure you get them all. Your past experience is fooling you. Yes, of course the ECU is getting erroneous info. It may not be necessary for an oxygen sensor to work in starting the car, but as soon as it heats up and generates its own voltage, a lying one can adjust the mixture much more than a fine trim.

Your car has the symptoms of an oxygen sensor contaminated or shorted, so if you do get your scope out, connect it there first. But I agree, your daughter's brakes need to be fixed first.
