How old is the brake master? Have you checked inside the dust boot at the back of the brake master for signs of leaks?

Sometimes a seal inside the master will get damaged during normal bleeding as it goes through the normally unswept area of the master cylinder bore.

Over time, debris builds up in the area past where the seals normally travels and when you bleed the brakes, you run the seals over this debris which can have built up rough spots on the bore that will damage a seal.
