Hope you're well and stay so. If the third-seat seat-belts no longer retract fully, that might be due to a want of lubrication and/or dirt.
So, before spending, first use compressed air to remove any dirt from inside the belt's housing. Then, apply an aerosol lubricant with a "straw", so that you can direct the lubricant to where it is needed.
If a "clean-and-lube" does not restore full retraction, see: https://www.myairbags.com/product/volvo-s60-seat-belt-pretensioner-repair-1-stage/ . They claim to refurbish pre-tensioners. I've never dealt with this outfit.
I'm of the view that once a pyrotechnic seat-belt pre-tensioner has been triggered, the seat-belt unit is "expended", much as is a shoulder-launched anti-tank missile. Once fired, the anti-tank missile launcher is scrap: it is not engineered to be re-loaded and re-used.
