Judging by what info you gave me in your post. It sounds as if the person that installed the motor left out the turbo wiring harness. Since you are
indicating to me that you don't have any of the idle system hooked up the
previous person must have used the mechanical throttle stop screw to adjust
the idle. when people do this it makes the engine run very funky. This is
because you are getting vacuum advance in the distributor. The system starts pulling vacuum too early if you adjust the throttle screw for your
idle. This was the subject of a tough brain teaser problem from Don Foster
here about a year or so ago.
You may want to check the front passenger side footwell and see if they installed the computer for the idle system. Its a smaller black box mounted above the fuel injection computer. If you don't have the computer you have a project to install the idle system. Or you can install a threaded valve in place of the idle motor and use that to adjust the idle. The Constant idle system isn't too big of a project but if you aren't familiar with wiring it could be big challenge. Get yourself a Bentley
manual and you will have all the information on the turbo engine systems.
Don't forget to check out the throttle stop screw adjustment to set it back
to spec. Its supposed to just be touching the throttle stop plus like about
a quarter to 3/8 turn in. There won't be any or very little vacuum in
the distributor hose if its correct. The book adjustment says to adjust your idle to 750rpm with the screw and then the CIS will keep the idle at
approx 900rpm. But I like to use my mechanical method. Wish you well.
