240 starter won't 200

Our 245 won't start (1982 CIS, Auto...beige...): Instrument lights, fuel pump noise; but no starter. Headlights, battery seem ok. Tried jumping the battery, still nothing, not even solonoid-noise. Bumped the shifter neutral through park while holding the key over for nil effect. Jumping the outboard spade terminal engages the starter!
Question is also: why are there two spade terminals on the starter and what's their purpose? Inboard has (1) Blue/yellow and (1) Brown (brown recently replaced during ongoing harness repair), Outboard has (2) Blue/yellow.

Inner terminal is almost certainly a coil ballast resistor by-pass. If you test
it with a voltmeter or test lamp you will find it reads battery voltage only while the main solenoid contacts are closed, ie. during starter operation.

Ignition switch: traced the wiring back to the switch, removed the switch, checked Haynes wiring diagram; shorted from terminal 30 (hot) to terminal 50 (ignition) and the engine cranks. Ordered new switch from volvoworld ~$30.
Still don't understand the starter wiring though...

The brown wire (starter terminal 16) supplies power to bypass the ballast resistor during starting. It is energized by the starter solenoid only when cranking. This allows the engine to crank with 12 volts on the coil and run at a reduced voltage after cranking. The blue/yellow wire (starter terminal 50) comes from the ignition switch and energizes the starter solenoid while at the same time it powers up the cold start injector and impulse relay. Although the blue/yellow and the brown wire are powered up at the same they shouldn't be connected together on the starter.
