No start in damp weather 200 1988

A co-worker's battered 240 starts instantly as long as the weather is dry--temperature immaterial. But on damp days the car simply won't start--it pops and fizzes but will not catch. Sounds like crappy, dirty terminals ir wires to me. There is no visible arcing at the ignition wires, by the way. Any help would be appreciated!

    Clean the outer surface of the distributor cap and the top of the coil. Dirty accumulations in these areas can absorb moisture and bleed off the high voltage. They need to be clean and dry.

    Also wipe off the plug wires, using a rag and spray cleaner like CRC or even bad old WD-40.

    One old 240 I know of always had this damp weather problem, but would start after the cap and wires were sprayed with WD-40
