Hard starting when cold 700 1989

My son's 89 740 with the B234F starts hard when cold. It'll crank for 3-5 seconds, start, idle roughly for 3-5 seconds, then smooth out and run fine. Once warm all is good when restarting, but if she cools down, the same rough stuff happens again. Where and what should I be looking at?

Last Fall, my '91 Regina wouldn't start well when the temp was below freezing and not at all when it was really cold (like zero and below). I can't explain the mechanism, but when I replaced my fuel pressure regulator, the cold start problem disappeared. I replaced my FPR because there was gas in the vacuum line coming off the front of it. I hadn't expected to get my cold start fixed in the bargain.

Stuck Fuel Pump Regulator resulted in no start at 0 F even after repeated tries to start days later at 50 F. Removed FPR, confirmed gas flow, tapped a few times on wood and replaced w/ easy start & smooth idle. Obviously ordered a new one. I believe this same valve left us stranded in VT at -10 F in earlier years for a tow & tune-up for $800.

And where is the Fuel Pump Regulator located?

It's right up front on top connected to fuel injector rail (metallic cylindrical w/three connections - vacuum, injector rail & fuel return). Two bolts to remove - twist & pull to dislodge fuel rail o'ring. Mine provided too much pressure (too rich) for start-up at 0 F twice in its 245K life. They apparently become stuck at low temperature. First occassion was at ~ 100K & second at 245K. I knew it was too rich when engine started upon removal!
