Highish idle/fix or wait? 700 1990

16 yr old car owned from new day 1 B230F.1x squirted some TB cleaner into TB few yrs ago.Looked clean then few years ago.
Highish idle recently 900-1100 averaging 1000 rev.When engine cold 900,when engine hotter 1100.No other symptoms .Car is worth maybe 1000-1500 dollars.
To have Volvo dealer clean the TB,maybe 100$ but they may insist that I change the TPS,Bib $$$.
Is it safe to have to have such a highish idle in winter time?(30-40F now).
Or should I await events??????


(My MB does the opposite which I think is more normal: idles initially at 1000 rev cold,then as it rises to warm temp,rev down to 650 idle)
