1992 240 wagon
A/C worked fine and just stopped working

facts:

when the a/c blue control switch is on the compressor clutch makes an episodic (every several seconds) click and the engine briefly surges slightly in rpm and then returns to normal idle

the electric fan behind the grille does not goes on at all. connections are tight, fans spin freely by hand

this system is uncoverted and runs r12

any ideas anyone
