'92 244 failed CA smog earlier today.................... 200

The Volvo passed on the HC, and CO, and passed the NO at 25mph but failed the NO at 15mph-reading 1722 when the highest number allowed is 791. In the past two years both the cat and O2 sensor were replaced. I pulled the air filter, before taking the car in, and it was clean. A major tune-up was done on it a year and a half ago, or no more than 15k. I also just changed the oil a week ago, and the car has always ran premium petrol. Any suggestions would be greatly appreciated. Danke :)
