High NOx is caused by running too hot. Do what you can to cool down the combustion temps.
Make sure the thermostat is working properly.
Make sure the cooling system is full of coolant.
Make sure the water pump is working properly.
Make sure the fan works properly.
Make sure the spark plugs are the correct heat range.
Make sure you have no vacuum leaks.
Disconnect the air intake preheater hose from the exhaust manifold.
Retard the timing a few degrees from spec, but not too much.
Turn off the A/C and other loads.
Coast into the inspection station - ha!
These all worked for me.
