overheating problem 200

ok so down here in funny FLA my car likes to overheat everyonce in a while. but i am noticing these overheats are when i'm in a parking lot and idling or in traffic at a stop light. i haven't had much time to **** with it. but right after the temp gauge climbed up, i turned off the engine and tried to move the fan. now at full operating temp the fan should have resistance right? this fan will spin *almost* freely. is that correct for a clutch fan? any other ideas? THANKS!!
