Water In Passenger Floorboard 700

I recently noticed water collecting on the floorboard of the passenger side after a rain. I haven't been using the ac so I know that's not the problem. I also think that may have caused my heat blower fan to stop working on the lower speeds. Any suggestions. I tried the search but couln't locate anything that would help. Thank you for any help you can give me with this problem.
