940 ac not working, no power to ac compressor 900 1993

Hello, I have a 93 945 turbo and the ac is not working. here is what I have checked and done so far. I have no power at the compressor or the low pressure switch. I have checked the fuse. When I pu 12 volvts to the compressor it comes on and starts to cool. I removed the climate control box, took it apart and resoldered bad parts. still not working. I checked the freon also, it seems to be within range. What is going on. Is there a high pressure switch, what keeps it from turning on if the pressure is too high or turn it off if the pressure becomes too high? Any help would be greatly apreciatted.
