My car just failed state inspection.

If I buy the poly Urethane Rear Trailing Arm Bushing will I need to use that special tool or will I be able to do it with out it? I do not have air tools or a press. I did some searching and some say i can do it without the tool if I buy the Urethane Rear Trailing Arm Bushing

any thoughts?
