To answer your question, Yes, it is a bit easier then replacing with Stock especially if you don't have the Tool. Of course you will need tools to do the burn out and clean-up of the shell. These bushing are attached to the axle so you will be doing this under the car close to the Brake lines , the rubber will burn.
The torque rods, that can also cause looseness and clunking in the rear area can be removed from the car. Is this why you failed inspection? Wowo they look close where you are.
