No power into ECU - am I testing it correctly, and what next? 200 1990

Car doesn't start, and I've replaced crank sensor, cleaned up cap and rotor, checked fuse on the left fender, and charged the battery. OBD codes have been cleared.

Mechanic said there was no spark at spark plug 1. I have not confirmed this.

Took out the Bentley manual, and in the Ignition section, it directed me to test the wiring harness at the ECU for power into the ECU. With the key in the ignition and turned to position 2(ignition on but not cranking), I have no power at the appropriate terminal. Car cranks but will not turn over.

However, either I'm not understanding, or Bentley does not give direction on how to figure out why there is no power into the ECU.

Am I supposed to be trying to crank the ignition while testing the wiring harness? If not, where do I go from here?
