Plenty of gas, still no start 200 1989

Ok, I posted yesterday about my friend running out of gas and having a problem restarting. Well, it started and ran all the way home where it's been sitting overnight. This morning when I went to crank it, it wouldn't run. It would start for 2 seconds, then choke out and die. Plus, I heard a sickly squeal the last time it started and ran for those 2 seconds and smelled burnt rubber under the hood.

My questions now:
Could a failed timing belt be causing these symptoms?
Or
Is there any way this could still be fuel related?
Or
Is there another thing I didn't think of?

My starting components are all new (battery, rotor, cap, plugs, wires) and it chug-a-lugs as long as I keep the key there.
