Does that mean that the speed sensor wiring is fine and the problem is in my instrument cluster?

there is only one signal wire from the speed sensor (the other wire is ground) so I've got to assume that the fact that my speedometer is functioning and the odometer is not functioning indicates a problem with the gear or inside the odometer itself

what do you all think?
