1993 940 no brake lights

We have just purchesed a 1993 940 turbo wagon. The tail lights work fine, but no brake lights. I'm thinking it's the bulb failure relay. But would the tail lights work if the relay was bad? Also the center brake light is not working. That bulb was blown and replaced. Does the center light also function as a tail light or just a brake light? The relay is pricey, so I'd like to avoid replacing it only to find that wasn't the problem. Thanks.
